Abstract
The conclusion obtained in this research is that all the hypotheses proposed can be accepted. Apart from that, it was also concluded that the ability to absorb funds from third parties of private banks was greater than that of government banks, however, in terms of productivity, government banks were greater than private banks. The distribution of government bank loan positions is greater than that of private banks in East Java. The distribution of loan positions between state banks and private banks is uneven. Apart from that, for government banks the main priority for lending is in the industrial sector, while for private banks in the trade sector.
