Abstract

The purpose of this research was to look for a grouping pattern of regions in East Java based on poverty index as a benchmark poverty level of East Java and human development index as a benchmark of the quality of human development. Cluster analysis was one of the methods for group observation to become the objects of several groups in order to obtain groups that have similarities and differences. These results showed that Gresik, Kediri, Nganjuk, Pacitan, Trenggalek regencies have high poverty index and human development index, whereas Banyuwangi, Jember, Lumajang, Madiun, Malang, Pasuruan regencies have low poverty index and human development index. One of the problems in Malang is that it has four percent of the total area in East Java with the difference counter in south and west areas that causes healthy services cannot be maximum implemented. In addition, health workers and facilities that do not spread make it difficult to perform access for health in the highlands.
