Abstract
The Village Development Index (IPD) is a composite index used to measure the development and level of progress of villages in Indonesia. Innovation and Village budgets are a form of government effort to improve the welfare of village communities in developing the economic potential of local villages. This research aims to determine the description and relationship between the characteristics of village officials, innovation and the village budget on IPD. The data used in this research is Village Potential Data Collection (Podes) data for 2011, 2014 and 2018 by BPS. This research uses panel data regression and dummy variable regression with the ordinary least squares (OLS) estimation method and testing model specifications with robust standard error. The results of the research show that if village officials are female, the villages they lead have higher IPD than villages led by male village officials. Meanwhile, looking at the education of village officials, this research found evidence that village officials who are more educated tend to increase IPD. Villages that have superior local and export quality products have higher Village Development Index (IPD) scores than villages that do not have superior products.
