Abstract

The North Sulawesi Province Tourism Sector is a rising star in Indonesia with growth in visits by foreign tourists to North Sulawesi Province reaching 600 percent. The growth of tourists will encourage growth in tourist spending which will have an impact on the economy. The growth of the tourism sector will also create investment by both the private sector and the government. Government investment is generally in the form of government spending in the tourism sector. Much research has been carried out on the impact of tourism on the economy. Research on the economic impact of tourism activities generally uses an approach to sectors related to tourism economic activities such as the hotel, restaurant, transportation and recreational activities sectors so that the results obtained tend to be inaccurate and overestimated. This research uses an approach by forming the tourism sector independently to obtain more accurate results of calculating and analyzing the economic impact of the tourism sector. Input and Output Analysis of North Sulawesi Province for 18 sectors in 2014 was used as an instrument to calculate linkages (backward linkage and forward linkage) as well as multipliers on the output and income of the people of North Sulawesi Province in 2018 by simulating the shock of tourist expenditure to North Sulawesi Province and Government Expenditures in Sulawesi Province North in 2018. The tourism sector of North Sulawesi Province has a high backward linkage and forward linkage index (value more than 1). The multiplier created by the shock simulation is 1.83 for the output multiplier and 1.88 for the community income multiplier. Tourist spending of 4.56 trillion rupiah encouraged the creation of economic output of 8.38 trillion rupiah and created public income of 1.28 trillion rupiah. Government expenditure on tourism in North Sulawesi Province amounting to 430.2 billion rupiah was able to create an output of 793.45 billion rupiah and public income of 128.37 billion rupiah.
