Abstract

The high demand for natural gas in the East Java region of around 328 million cubic feet per day and the growth in gas consumption, especially for industry in Surabaya, Gresik, Sidoarjo, Mojokerto, Pasuruan and Probolinggo are prospective business opportunities. It is not surprising that now many players have entered the natural gas business. The players are PT Perusahaan Gas Negara (Persero) Tbk, PT Surya Citra Internusa, PT Sadikun Niaga Mas Raya, PT Bayu Buana Gemilang, PT Java Gas Indonesia, and PT Walinusa Energi. These competitive conditions make distribution very important. PT Perusahaan Gas Negara (Persero) Tbk SBU Distribution Region II (PGN SBU DW II) must manage natural gas distribution well, including implementing cost efficiency and increasing productivity to become a component of competitive advantage and to be able to compete effectively. Where according to Biederman, et al (2007, 9) researchers from the American Gas Foundation (AGF) stated that priorities for natural gas distribution and transmission management include safety and environmental stewardship, reliability, system integrity, and cost control & productivity enhancement. The aim of this research is to evaluate management priorities in natural gas distribution at PT PGN (Persero) Tbk SBU Distribution Region II. This research evaluates the management of four gas distribution management priorities by PGN SBU DW II which include: Health, Safety, and Environment (HSE), Reliability, System Integrity, and Cost Control & Productivity Enhancement. The results of the evaluation show that there are weaknesses in its implementation. These criteria are in the field of HSE, audits of the HSE management system that have not been carried out, management of change that has not been consistently implemented, and no HSE competency mapping and questionnaires for all workers. In terms of reliability criteria, the measurement is only limited to the duration of unplanned breakdown. In terms of integrity criteria, risk mitigation and integrity assessment have not been integrated with network inspection activities and there has been no evaluation of the effectiveness of the Integrity Management program. In terms of Cost Control & Productivity Enhancement criteria, PGN SBU DW II has not yet carried out productivity measurements. PGN SBU DW II must make improvements to these weak criteria so that the management of the four distribution management priorities becomes better.
