Abstract

Since the enactment of the policy package on October 27 1988 or Pakto "88, it has brought about changes in the overall banking structure of Indonesia, including in East Java Province. The direct impact of this policy is an increase in the number of bank offices, both commercial banks and Rural Banks (BPR). Increasing the network of bank offices in East Java Province has encouraged an increase in the volume of banking business, the collection of public funds and the distribution of credit by commercial banks and BPRs. When viewed by district in East Java Province, banking in Sidoarjo Regency shows stable growth and in May 2002 position the collection of public funds ranked first. fourth, and credit distribution is in second place after Surabaya Regency. In line with Law No. 22 of 1999 concerning Regional Government, the existence of BPRs has a strategic role in encouraging regional economic activities Sidoarjo Regency is expected to provide input to both the Regional Government and bank supervisory and supervisory institutions in order to establish policies that support optimizing the role of BPRs in the regional economy. This research uses a quantitative approach and is supported by qualitative analysis. The data used is ratio data and is cross section data for the month of June 2002, while the variables used in this research consist of two variables, both of which are independent variables, namely the amount of public funds collected (savings and deposits) and the amount of BPR-BPR credit distribution. with healthy financial performance which is divided into three regional categories, namely sub-district areas with more, medium and less economic potential. The data analysis design uses the Analysis of Variance (ANOVA) or F test statistical model, and supporting analysis is carried out using a regression model on the basis of a data series on the amount of funds raised and credit disbursement for thirteen months. From the research results of data on fund collection and credit distribution, it is known that the calculated F test is smaller than the tabular F test, so that statistically there is no significant difference in either the amount of fund collection or the amount of credit distribution for BPRs with "healthy" performance in the sub-district. with more, medium and less economic potential. The largest portion of credit distribution was distributed in other sub-districts (outside the BPR location but still in Sidoarjo Regency) amounting to 34.23%, followed by other districts 26.44%, in Surabaya City 21.27 % and the smallest in the local sub-district (BPR location) is 18.00%. The correlation between collecting funds and lending to the BPRs studied shows a significant correlation. on the economy at the sub-district level where each BPR is located. Then, as an intermediation institution as a whole, it has also been able to carry out its functions optimally, although not always BPRs located in sub-districts with greater potential will be better than BPRs located in sub-districts with moderate economic potential. and less. To maximize support for the implementation of regional autonomy, an appeal to investors or a Regional Government initiative is needed to open new BPRs in several sub-districts where until now there are no BPRs. For Bank Indonesia as a banking regulatory institution, in granting permits to open new BPRs, it must prioritize sub-district locations where the number of BPRs does not yet exist or is still lacking.
