Abstract

This research aims to study and analyze the Government policies made during the New Order era which are still in effect, namely Government Regulation Number 14 of 1994 (PP No. 14 / 1994) which centralizes the obligations of Civil Servants to take part in General Administration Education and Training or called ADUM. Even though Law Number 22 of 1999 concerning Regional Autonomy has been issued, Government Regulation no. 14 has not yet been revised or revoked, considering that the content of the article is very contradictory or contradictory to Law no. 22/1999, on the one hand, the regulations for every appointment of an official to occupy a position are required to follow ADUM (article 7), on the other hand, every appointment of an official to occupy a position or promotion is regulated by the Regional People's Representative Council or DPRD in each region (article 76). By looking at this problem, the author tried to conduct research, how effective are Civil Servants participating in ADUM education and training?, considering that the Government does not yet have a strong reason to base this obligation. If officials have never participated in ADUM education and training, their performance will be worse than those who have participated. In the current era of globalization, what Human Resources need from government employees is self-professionalism that is inherent in them to master every position they occupy and have a good and clean mentality and attitude. To prove whether ADUM education and training is effective and still needs to be maintained, which has an influence on employee performance, the author conducted research at the regional office of the Department of Industry and Trade, East Java Province. This research was conducted on echelon IV, echelon V and non-echelon officials located in all departmental offices (Regency/City) throughout East Java and regional offices with 250 samples. Testing the proposed hypothesis uses the Chi Square (kai square) Test Method and a two-way table to determine the priority scale. The results of the research concluded that there were significant differences in the attitude variables (honesty and responsibility), knowledge variables (substantial and general), skills variables (belonging to colleagues at the same level) after attending ADUM education and training and the impact of these differences on performance variables, there were significant differences. meaningful differences in attitudes and knowledge after attending ADUM education and training. And there are no significant differences in the attitude variables (loyalty, discipline), knowledge (technical work methods, scientific theory), skills (managerial, carrying out tasks according to quality and time, motivating subordinates) and the impact on performance variables. There are no significant differences in the presence of differences in skills after attending ADUM training.
