Abstract
One of the goals of SDG'S 2030 and the Nawa Bhakti Satya Vision is eradicating poverty, strengthening basic community rights, and social disruption resulting from the technological revolution 4.0, however in East Java there are still individuals with little or no access to technology, or what is called digital poverty. Therefore, it is very important for the East Java government to map and analyze the groups affected by digital inclusion. This research consists of three parts, namely mapping digital poverty using a Geographic Information System (GIS) then comparing digital poverty with economic poverty into four quadrants and analyzing the factors that influence it. The data used comes from Susenas data for 2015 and 2017 which is aggregated with Podes data for 2018. The classification of digital poverty in this research is adopted from the Barrantes model. The results of the research show that digital poverty in East Java is decreasing and a person's chance of entering the digitally poor category is higher if the average monthly expenditure per capita is below the poverty line, is female, has low education, lives in a rural area and has a business field in the primary sector.
