Abstract

The RDTR for the Cibeunying Region that has been established is expected to become a guideline for space utilization or development in the area. However, as time went by, it turned out that there were several lands on Jl. Ir. H. Djuanda did not develop according to the plans that had been set. Therefore, it is necessary to handle these discrepancies. The aim of this study is to formulate a procedure for controlling space use along Jalan Ir.H. Djuanda by paying attention to patterns of deviation, patterns of violations, patterns of disturbance to the road (the disturbance from each deviation is different) and the concept of control. From the results of observations in the field, there were several types of irregularities and violations that occurred along Jalan Ir. H. Djuanda, namely deviations from the specified functions and deviations from the intensity of space utilization. The violations that occurred were violations of licensing administration (there were parcels whose permits had not been renewed). The conditions that existed on each parcel had different combinations from each other. To deal with the violation conditions mentioned above, there are several types of treatment that can be carried out. The types of handling are abandonment, warning, imposition of incentives and disincentives, demolition or suspension, prevention of development or termination of licensing activities, adjustment to, imposition of fines, revocation of permits, and criminal law. Handling or controlling the use of space is applied in conditions that have different combinations of control measures. From the results of the studies that have been carried out, there are 36 types of treatment with different combinations, according to the condition of the plot. Of the 36 types of treatment, there are 8 combinations of treatment that can be applied along Jalan Ir. H. Juanda.
