Abstract
Until now, Indonesia still has quite large oil and natural gas potential to be developed, especially in offshore deep water. Competent human resources involved in the concept evaluation, selection, definition, execution, and commissioning & start-up stages are a success factor in the development of large projects in the oil and gas business. Eni Indonesia (part of the Eni Corporation and one of the production sharing contractors with the Indonesian government) is developing a project to build the first offshore deepwater production facility in Indonesia and estimates gas and oil production in early 2017. Operation Readiness and Assurance (OR&A) is a program that bridging project management and operations management in realizing quality oil and gas project development and oriented towards HSE (Health, Safety and Environment), operability and maintainability for future operations. Preparing competent organizations and personnel in the operation and maintenance of production facilities is one of the keys to the success of ENI Indonesia's OR&A. The aim of this research is to explain and review ENI Indonesia's Operation Readiness and Assurance (OR&A) in carrying out its function of creating quality production facility designs and preparing employees. apprentices as a form of the company's commitment to developing local human resources in East Kalimantan. Based on the research results, the competence of the OR&A team is needed to oversee each production facility project development process in order to obtain the results expected by the company to create production facilities that are safe and oriented towards future operations. To prepare the competencies of apprentices' employees, through evaluating job needs, job descriptions and skill gaps that apprentices have, training programs can be planned to develop the abilities of these employees. It is hoped that by planning this training program, professional technicians and operators will be created in the oil and gas industry, especially deep sea operations in Indonesia.
