Abstract

Identification of problems related to the acceleration of RST development is carried out carefully based on as many existing relevant issues as possible. Analytic heirarchy process, a flexible decision making model, was chosen and used in this study by structuring the entire problem into a hierarchical form where the target of accelerating RST development is the highest level which has 4 alternative government program strategies that have the highest weight, followed by alternative private program strategies.
