Abstract

UKK Surabaya is part of Bank AAA which operates in the field of providing consumer credit, namely for mortgage and personal loan products. In its operational processes, UKK Surabaya has 3 main divisions, namely the Data Entry Division, Verifier Division and Customer Relationship Division where the majority of employees have the status of Outsourced Personnel (TAD) employees. While working there, TAD employees did not have the tools to measure performance. The performance measurement process uses a simple method, namely through productivity reports that have not been well documented and subjective assessments according to superiors. As a business unit, UKK Surabaya has the right to nominate contract employees under Bank AAA for TAD employees. This proposal process is based on employees with good performance. Therefore, a comprehensive performance measurement system is needed for TAD employees. This research aims to analyze the division's strategic plan which is in line with the UKK Surabaya strategic plan, then to formulate job specifications for TAD employees which are in line with the UKK Surabaya division's strategic plan and used to create performance measurement indicators for TAD employees themselves based on two approaches, namely work results and behavior. This research is an exploratory research using a qualitative approach based on a case study. The types and sources of data used are company archive records and documentation, reports and results of interviews and observations. The resource persons involved were Managers, Section Heads in each Division and TAD Employees in each job at UKK Surabaya. The results of this research are performance measurements for TAD employees at UKK Surabaya which includes assessment of work results and work behavior and strategies for implementing these performance measurements.
