Abstract

The aim of this research is to determine the service standards set at the Buah Hati Foundation Child Care Center (TPA YBH) and analyze their conformity with the TPA service standards set by the Government. The research method chosen in this research is the case study method to observe the unit of research analysis, namely YBH TPA service standards which are analyzed using dimensions in national level TPA service standards which consist of child development achievement level standards, teacher and education staff standards, facility standards. and infrastructure, management and financing, and content, process and assessment standards. Data collected using in-depth interviews, observation and documentation techniques, was then processed using qualitative descriptive analysis techniques. The research results show that the YBH TPA service standards include the dimensions of the National service standards. However, in practice, YBH TPA has standards that are not in accordance with national standards, namely in the standard dimensions of minimum and maximum age limits for foster children accepted and financing standards. Where the YBH TPA accepts children with a maximum age of 9 years, even though the national standard states that the maximum age limit is 6 years. On the financing side, TPA YBH still does not utilize funding sources from the government as stated in national standards. Meanwhile, in terms of content, process and assessment, standards for educational staff, and standards for infrastructure and management, TPA YBH has met the standards set by the government.
