Abstract
This research aims to examine government regulations, development partnership patterns, and creativity and their influence on entrepreneurship and changes in the scale of small and medium rubber and plastic two-wheeled motorbike component industries in East Java Province. This research is research that explains the relationship between exogenous variables and endogenous variables through hypothesis testing. The population is 156 small and medium rubber and plastic two-wheeled motorbike component industry entrepreneurs in East Java Province. Data collection techniques use questionnaires, non-probability sampling methods in the form of complete enumeration. The inferential statistical method for analyzing data is Partial Least Square (PLS). The research results show that; government regulations have a significant negative effect on entrepreneurship. The research results are not consistent with the theory and research results of Desai (2003: 138), Janosik (1987: 1), Clapper et al., (2006), Ardagnadan Lusardi, (2010). However, this research Supporting the theory and research of Ostrom (1990), Aron et al., (2008), and Kitching et al., (2013) found that regulatory concepts created by the government are not easy to adapt to aspiring new entrepreneurs. Partnership patterns and development have a significant positive influence on entrepreneurship. The results of this research are consistent with the findings of Arora and Vamvakidis, (2004) who stated that the government's coaching partnership pattern also plays a role in entrepreneurship and changes in business scale. However, the results of this research are not consistent with the Ministry of Industry (2012) that the concept of coaching partnership patterns implemented in Indonesia has not shown encouraging results. Business creativity has a significant positive influence on entrepreneurship. The research results are consistent with the theory of Munandar (2009:31), and Sarjo no (2010) and supports the research results of Tsai (2014), Miranda et al., (2009) which found that business creativity has an influence on entrepreneurship. Entrepreneurship has a significant negative influence on changes in the business scale of the small and medium rubber and plastic two-wheeled motorbike component industry in East Java Province. The results of this research are consistent with research by Mwangi et al., (2014), Nyang'au (2014) which states that the high level of entrepreneurship has a significant influence on changes in the scale of micro and small textile industry businesses in Tika Town, Kenya.
