Abstract

Hospital competition is increasing, due to free trade and domestic competition. Apart from that, state expenditure on hospitals in Indonesia is quite large. By increasing technical efficiency, it is hoped that hospitals can compete and improve service quality. This dissertation analyzes the technical efficiency of hospital inpatient installations during 2016. This research is a cross-sectional study using primary and secondary data. Input and output data were taken from the South Kalimantan Provincial Health Department and from direct hospital surveys for 29 hospitals. The approach used is input - oriented DEA with the assumption of Return to Scale Variables. The second analysis model used is Tobit regression, which is used to determine the influence of hospital ownership, hospital accreditation, BPJS Health cooperation, and the number of nosocomial infections partially and simultaneously. Based on the results of Data Envelopment Analysis (DEA) calculations, it was found that 66% of inpatient installations at General Hospitals in South Kalimantan were in an efficient condition and 34% of inpatient installations at General Hospitals in South Kalimantan were in an inefficient condition. Factors that partially influence the efficiency of inpatient hospital installations in South Kalimantan are hospital accreditation, collaboration with BPJS Health and the number of nosocomial infections. Simultaneously, the variables of hospital ownership, hospital accreditation, collaboration with BPJS Health, and the number of nosocomial infections significantly influence the efficiency value of hospital inpatient installation techniques.

Keywords: Data Envelopment Analysis (DEA), Hospital Inpatient Installation, Technical Efficiency, Tobit Regression.
