Abstract

This research is a case study of community participation in development after the implementation of Law No. 6 of 2014. This case study was chosen to explore a single case. The analysis process was carried out simultaneously with the data collection process from the beginning until the data collection was deemed sufficient. The analysis process of various information resulting from documentation/archival materials, and data from interviews, observations, FGDs and literature studies is carried out using an interactive model. The results of this research found the community participation model as an alternative to accelerate development. The research results show that the informants' meaning of village fund allocation has not been able to mobilize the community to participate directly because they have not been able to finance development. With the existence of Law No. 6 of 2014 and the existence of village funds, this can only be felt by the village government because village funds are prioritized to finance development and involve all communities, but the increase in participation has not been significant due to the lack of information and interaction between the village government and the community. Therefore, a professional, effective, transparent and accountable village government is needed, progressive leadership and a harmonious relationship between the village government, community institutions and the community which is able to foster community trust in the village government, and is also able to encourage community participation in development so that infrastructure is built. needs of the community and growing village economic activity has an impact on improving community welfare. For this reason, it is necessary to develop a new typology model of community participation, which makes the relationship between the village government, village institutions and the community harmonious, mutually trusting, respectful, so that accelerated development with community participation can run on their own awareness. Therefore, the new participation typology model eliminates the typology of passive participation to become citizen control.
