This monitoring journey began at the grassroots level through Pre-Event 1. Here, the committee conducted in-depth observations and collected direct data in areas affected by infrastructure damage. Through interviews and field documentation, residents' often-ignored aspirations were transformed into a robust Policy Brief. This data constituted "field evidence" and became the primary weapon in arguing with stakeholders. Furthermore, Pre-Event 2 introduced the innovation of crowdsourcing data through the "Interactive Corner." With a more modern and participatory approach, thousands of aspiration data points were collected in real time to strengthen the database that would be brought to the discussion table.
The culmination of this entire series was the Main Event, an open public discussion forum that brought together students, residents, and the government on one stage. This was where transparency was put to the test. With a target of hundreds of participants, the forum provided a healthy platform for confrontation between the realities on the ground and government policies. The result was not just a directionless discussion, but rather a jointly signed Memorandum of Understanding (MoU) as a demonstration of the government's concrete commitment to public demands.
However, the struggle doesn't end when the lights go out. Through the Post-Event phase, KAWAL APBD (Regional Budget Monitoring) demonstrated its integrity by conducting ongoing monitoring of the Surabaya City Council (DPRD) building. This phase aims to track progress on previously agreed promises. By transparently publishing the results of this monitoring, KAWAL APBD 2026 ensures that the public's voice is not only heard but also acted upon.
