COMDEV (COMMUNITY DEVELOPMENT) 2023 is a work program of the Department of Social Affairs that focuses on community service through village development in the areas of environment, economy, health, and education. Ngembat Village is a village in the Gondang District, Mojokerto Regency, East Java Province. Each hamlet has its own unique characteristics, but on average, this village is known for its excellent tourism and natural potential. 

The 2023 Community Development (COMDEV) program began in May 2023 and was implemented in Ngembat village, the same village as the 2022 Comdev program. COMDEV activities focused on four areas: environment, economy, health, and education, with a series of activities including compost fertilizer programs, medical check-ups, stunting awareness programs, and COMDEV teaching.
