Abstract

The tourism sector in North Sulawesi Province has become a rising star in Indonesia, with international tourist visits to the province growing by 600 percent. This growth in tourism will drive growth in tourist spending, which will impact the economy. The growth of the tourism sector will also generate investment from both the private sector and the government. Government investment generally takes the form of government spending in the tourism sector. Numerous studies have been conducted on the impact of tourism on the economy. Research on the economic impact of tourism activities generally uses a sector-specific approach, such as the hotel, restaurant, transportation, and recreational sectors, resulting in inaccurate and overestimated results. This study uses an approach that establishes an independent tourism sector to obtain more accurate calculations and analyses of the economic impact of the tourism sector. The Input Output Analysis of North Sulawesi Province of 18 sectors in 2014 was used as an instrument to calculate the linkages (backward linkage and forward linkage) and multipliers on the output and income of the people of North Sulawesi Province in 2018 with a simulation of tourist expenditure shocks to North Sulawesi Province and Government Expenditure in North Sulawesi Province in 2018. The tourism sector of North Sulawesi Province has a high backward and forward linkage index (value greater than 1). The multiplier created by the shock simulation is 1.83 for the output multiplier and 1.88 for the community income multiplier. Tourist expenditure of 4.56 trillion rupiah drives the creation of economic output of 8.38 trillion rupiah and creates community income of 1.28 trillion rupiah. Government expenditure in the tourism sector in North Sulawesi Province of 430.2 billion rupiah is able to create an output of 793.45 billion rupiah and community income of 128.37 billion rupiah.
