ABSTRACT

Balai Riset dan Standardisasi Industri Surabaya (BISBY) as one of the technical implementing units owned by the Ministry of Industry, responsible for carrying out the task of enforcing the compulsory Indonesian National Standard (SNI) to promote the competitiveness of domestic products. From year to year the scope of SNI appointed by the Minister of Industry is constantly increasing and experiencing the latest revision. This demands BISBY to be fast in responding to changes and continue to process knowledge management. Human resources support is needed to maintain the management. In line with the change of government policy that limits the recruitment of Civil Affairs Candidates (CPNS), BISBY has decreased the number of civil servants by 26% within 5 (five) years. One of BISBY's initial efforts is to recruit subcontracted / outsourced personnel as it is known that the semi-permanent subcontract status makes the sub-contract employee engagement level to the agency not as strong as the level of employee engagement. BISBY is faced with the possibility of loss of organizational knowledge.
To reduce the constraints to overcome these problems it is necessary to design a knowledge management (KM) that can instill a mindset that knowledge is not just as a possession object that only owned every knowledge worker but also make knowledge as a practice object that can be transferred and reused by knowledge worker to create new knowledge for the knowledge to grow. To achieve these conditions, the organization must be able to increase the capacity and commitment of all members of the organization to always learn at every level.
This study uses SECI model to identify the process of knowledge creation that starts from the individual level and moves through the wider interaction community to become organizational knowledge. This research is a qualitative research with case study approach by conducting data collection procedure through observation, documentation and in-depth interview. This study then attempted to provide a model of knowledge management with the support of software interface applications.
