The Faculty of Economics and Business (FEB), Universitas Airlangga, carries out community engagement as a tangible contribution of economics and business knowledge to society, with activities focused on rural economic empowerment and support for micro, small, and medium enterprises (MSMEs), strengthening the governance of cooperatives and village-owned enterprises (BUMDes), financial literacy and inclusion, marketing digitalization, as well as assistance with halal certification and the halal ecosystem. These activities are carried out by FEB’s academic community through cross-disciplinary teams, with management support provided by the Research, Community Service, and Publication Unit (Unit Penelitian, Pengabdian Masyarakat dan Publikasi, 3P), which assists FEB’s academic community throughout the community engagement process, from implementation to the publication of results. FEB’s academic community has access to a range of community engagement funding schemes to support program sustainability, whether through internal university schemes or national competitive schemes. In addition, FEB operates four development laboratory units that maintain partnerships with government and industry to implement research outcomes in practical settings. This diverse funding support has contributed to FEB’s community engagement performance over the past five years, with achievements including hundreds of community engagement activities that have produced outcomes such as scientific publications, mass media coverage, activity videos, improved knowledge and skills among partners, and intellectual property products.

The Institute for Business Management Development (Lembaga Pengembangan Manajemen dan Bisnis, LPMB), Faculty of Economics and Business, Universitas Airlangga, is a Revenue Generating Unit (RGU) that originated from the Center for Management and Development (established in 1975) and developed into LPMB in 2003. LPMB focuses on applied research, consultancy, training, feasibility studies, and organizational development to support evidence-based decision-making. Drawing on more than four decades of experience, LPMB has partnered with government ministries, regional governments, state-owned enterprises (BUMN), regional government-owned enterprises (BUMD), and private companies on a wide range of strategic studies, public policy development, institutional capacity building, and management and business transformation.
This report aims to provide a clear overview of two key factors influencing employee satisfaction and well-being, namely hygiene factors and motivational factors. In addition to identifying hygiene-related aspects such as the work environment, occupational health and safety conditions, and supporting facilities, the report also examines motivational factors that serve as internal drivers for employees. These motivational factors, including recognition, achievement, and career development opportunities, play a significant role in building job satisfaction, which in turn contributes to overall employee safety performance and productivity.
This report provides strategic direction for PT Kawasan Industri Gresik for the 2026–2030 period, in light of changes to the company’s organizational structure, holding company directives, and government strategic directives applicable to all industrial estates under its ownership. As such, this report is of significant importance in guiding the company’s strategic development to ensure compliance and the achievement of targets set by the holding company.
The development of the Gresik Special Economic Zone (Java Integrated Industrial and Port Estate, JIIPE) faces strategic challenges encompassing institutional governance issues, local human resource readiness, the zone’s competitiveness relative to other industrial estates in ASEAN, and the need to adopt Environmental, Social, and Governance (ESG) principles along with Industry 4.0 technologies. A holistic, adaptive, and collaborative strategic approach is therefore required to position the Gresik Special Economic Zone (JIIPE) as a new-generation industrial estate model that is globally competitive and locally inclusive.

The Laboratory for the Study and Development of Accounting, Taxation, and Information Systems (Laboratorium Pengkajian dan Pengembangan Akuntansi, Perpajakan, dan Sistem Informasi, LPPAPSI) is an operational unit within the Faculty of Economics and Business, Universitas Airlangga, focused on research, study, development, training, consultancy, and strategic partnerships with various government institutions and business enterprises. LPPAPSI delivers evidence-based solutions in the fields of accounting, taxation, governance, and information systems, as well as organizational capacity development, through consultancy services, applied research, and professional training. Drawing on extensive experience managing projects with government ministries, regional governments (such as the Regency Governments of Jombang and Nganjuk), state-owned enterprises (PT SIER and the Petrokimia business group), hospitals (PT Kaltim Medika Utama), and private companies (PT UBS and PT Fokus Jasa Mitra), LPPAPSI is committed to delivering solutions that are innovative, applicable, and impactful. LPPAPSI is also the sole authorized institution at Universitas Airlangga permitted to conduct Government Goods/Services Procurement training, recognized by the Government Goods/Services Procurement Policy Institute (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah, LKPP), making it a trusted partner in developing procurement competencies in accordance with national standards.

Development of a Study on the Reference Pricing of Fishing Equipment and the Compensation Mechanism for Damages Resulting from Upstream Oil and Gas Activities in the Madura Region. The primary objective of this study is to establish a fair legal foundation for both business operators (Cooperation Contract Contractors, KKKS) and affected communities (fishermen), leading to the formulation of a proposed draft Regency Regulation (Peraturan Bupati). This will provide certainty to SKK Migas, KKKS, local governments, and fishing communities regarding compensation for fishing equipment damage caused by oil and gas activities.

The Development Economics Development Laboratory (Laboratorium Pengembangan Ekonomi Pembangunan, LPEP) is an institution under the Department of Economics, Faculty of Economics and Business (FEB), Universitas Airlangga (UNAIR). This institution supports FEB UNAIR in conducting research and studies, training and seminars, and consulting services in the fields of Economics, Business, and Social Sciences. LPEP’s vision is to improve the quality of research and human resources in the field of sustainable Development Economics, in support of UNAIR’s goal of becoming a SMART University. LPEP’s mission encompasses: (1) conducting research, training, and community service in the field of Development Economics; (2) improving the quality and quantity of research and training in the field of Development Economics; (3) enhancing the utilization of research and training outcomes for lecturers, students, industry, the labor market, and society; and (4) conducting research and training in Development Economics in a transparent and inclusive manner.
The World Bank’s East Java Public Expenditure Analysis 2013 report evaluates how public expenditure management in East Java Province can be made more effective in supporting inclusive economic growth and improving the quality of public services. The report finds that although East Java demonstrates relatively strong economic performance and increasing fiscal capacity, the quality of government spending continues to face challenges, including the dominance of personnel expenditure, low efficiency in capital spending, weak coordination between provincial and district/city governments, and limitations in performance-based planning, budgeting, and evaluation systems. In key sectors such as education, health, and infrastructure, increased budget allocations have not been fully matched by improved development outcomes due to challenges in program implementation effectiveness. Accordingly, the World Bank recommends reforming regional financial governance through strengthened evidence-based planning, improved quality of capital expenditure, enhanced local government capacity, and better monitoring and evaluation systems, so that public expenditure can generate greater impact on economic growth, poverty reduction, and improved public welfare in East Java.
The Study on the Impact of Oil and Gas Industrialization on the Local Economy in Jenu District, Tuban Regency analyzes the effects of oil and gas industry development on local economic conditions, particularly in terms of employment opportunities, income, livelihood structures, business activity, and welfare. The study finds that oil and gas industrialization has generated positive impacts through increased investment, growth in the trade and services sectors, job creation, and rising land value and economic activity in areas surrounding the industrial zone. However, these benefits have not been evenly distributed due to persistent limitations in local workforce skills, conversion of agricultural land, rising cost of living, and disparities in economic benefits across community groups. The study therefore recommends strengthening policies to build local human resource capacity, developing MSMEs and community-based economies, optimizing corporate social responsibility (CSR) programs, and fostering synergy among local government, the oil and gas industry, and the community, so that the benefits of industrialization can become more inclusive and sustainable for the overall development of Jenu District and Tuban Regency.

The Institute for Islamic Economic Development (Lembaga Pengembangan Ekonomi Islam, LPEI) serves as a research and empowerment partner in Islamic economics, management, accounting, and finance under the Faculty of Economics and Business, Universitas Airlangga, with a scope of study covering Islamic economics, banking, and management. LPEI provides training, certification, consultancy, and independent evaluation services for both the public and private sectors, guided by a vision of becoming a leading institution in the development and empowerment of Sharia-based economics, business, management, finance, and accounting. Through its mission, LPEI actively carries out education and community empowerment, research for the advancement of Islamic economic knowledge, solutions to welfare challenges facing underprivileged communities, and institutional development and strategic partnerships. LPEI is led by Dr. Irham Zaki as Institute Chair, supported by the Research and Community Service Division and the Education and Training Division. LPEI has established partnerships with a number of prominent institutions, including Bank Jatim Syariah and the Indonesia Deposit Insurance Corporation (Lembaga Penjamin Simpanan, LPS), on study and survey projects within the national Islamic banking and finance sector.
LPEI, Universitas Airlangga, collaborates with the Indonesia Deposit Insurance Corporation (Lembaga Penjamin Simpanan, LPS) in conducting the 2026 Depositor Confidence Survey Research, an annual program carried out four times a year to measure public confidence, expectations regarding the condition of the banking sector, and public awareness of the role of LPS. Through quantitative and qualitative analysis of online questionnaire data, this research produces a composite depositor confidence index that serves as a strategic reference for LPS, and is conducted on a self-managed basis in collaboration with a number of state universities across Indonesia.
LPEI, Universitas Airlangga, supports the Indonesia Deposit Insurance Corporation (Lembaga Penjamin Simpanan, LPS) in evaluating the effectiveness of public communication programs it has implemented, such as outreach campaigns, financial festivals, seminars, and financial literacy education activities for students, MSME actors, and the general public. This survey measures satisfaction levels, perceptions, and the impact of communication activities on improving public knowledge of, and confidence in, the banking system, while also serving as a basis for LPS’s strategic decision-making in refining future communication programs.
DPPM is a directorate under the Directorate General of Research and Development, Ministry of Higher Education, Science, and Technology (Kemdiktisaintek) of the Republic of Indonesia, which administers national-level community service grant programs for lecturers across all higher education institutions in Indonesia. Through BIMA (Basis Informasi Penelitian dan Pengabdian kepada Masyarakat / Research and Community Service Information System), lecturers can submit proposals for various competitive community engagement funding schemes oriented toward empowerment, entrepreneurship, and regional development, aimed at improving regional welfare and competitiveness.
