Abstract

Identification of problems related to the acceleration of RST development was carried out carefully based on as many relevant issues as possible. Analytic hierarchy process, a flexible decision-making model was selected and used in this study by structuring the entire problem into a hierarchy where the target of accelerating RST development is at the highest level with 4 alternative government program strategies that have the highest weight, followed by alternative private program strategies.
