Abstract
The established Cibeunying Regional RDTR is expected to be a guideline for spatial utilization or development in the area. However, over time, it turns out that some land on Jl. Ir. H. Djuanda has developed inconsistently with the established plan. Therefore, it is necessary to address these discrepancies. The purpose of this study is to formulate a procedure for regulating spatial utilization along Jl. Ir. H. Djuanda by considering deviation patterns, violation patterns, disturbance patterns to the road (disturbances from each deviation are different) and the concept of regulation. From the results of field observations, there are several types of deviations and violations that occur along Jl. Ir. H. Djuanda, namely deviations from the designated function and deviations from the intensity of spatial utilization. The violations that occur are violations of permit administration (there are plots that do not renew their permits). The conditions that exist on each plot have different combinations from each other. To handle the violation conditions above, there are several types of handling that can be done. The types of handling are leaving it alone, warnings, imposing incentives and disincentives, demolition or suspension, preventing development or stopping licensing activities, adjusting to, imposing fines, revoking permits, and criminal law. The handling or control of the use of space is applied in conditions that have different combinations of regulatory handling. From the results of the study that has been conducted, there are 36 types of handling with different combinations, according to the condition of the plot. Of the 36 types of handling, there are 8 combinations of handling that can be applied along Jalan Ir. H. Djuanda.
