ABSTRACT
Bonded Logistics Center (PLB) is a solution to overcome the inefficiency of logistics management. The main idea of the PLB policy is to place a warehouse for storing export-import goods within the country. Thus, the domestic industry does not need to import anymore when it needs raw materials, capital goods, and auxiliary materials. The PLB scheme places the Directorate General of Customs and Excise as the regulator, while the implementers in the field are purely private. To date, 34 PLBs have been established from the original 12 PLBs throughout Indonesia. This study uses the Analytic Hierarchy Process (AHP) method to determine the most strategic and possible locations in the East Java Province to be designated as PLBs. From the results of the global priority synthesis, it was concluded that the main alternative chosen as the most strategic location for building PLBs in the East Java region in the future was Gresik. Then followed successively by Banyuwangi, Tuban, Lamongan, and finally Probolinggo. The openness of the Gresik community to the business world is an added value of Gresik compared to other areas in East Java as a support for the implementation of PLBs.
