Abstract
TVRI (Televisi Republik Indonesia) is one of the public broadcasting institutions which is the oldest television station in Indonesia. TVRI has 28 regional stations, one of which is TVRI East Java. The phenomenon that occurs in TVRI East Java is that TVRI East Java still has difficulty controlling its human resources, less attractive programs, lack of market share, and difficulty in getting advertising. The problem that occurs is that TVRI East Java does not yet have a reference that can be used in aligning each field, in addition to its performance assessment system does not have clear measures. The management needs a guideline so that TVRI East Java can achieve the expected goals. To align the performance of each field, TVRI East Java needs a strategy map. In addition, TVRI East Java needs a performance assessment that has clear measures, in order to balance the performance of each field, TVRI East Java needs a balanced scorecard. The purpose of this study is to create an appropriate strategy map and balanced scorecard design for the Public Broadcasting Institution TVRI East Java, so that it can be a measure that supports the achievement of the institution's vision and mission. The results of the study indicate that LPP TVRI East Java has strategic objectives for each perspective depicted in the strategy map. In the Customer perspective, the strategic objectives are increasing viewer satisfaction, increasing the number of viewers, partnership retention, and partnership acquisition. In the Internal Business Process perspective, the strategic objectives are increasing program ratings, presenting comprehensive news coverage from various regions in East Java, presenting non-news programs that highlight various potential objects in East Java, developing program broadcast services, and production process efficiency. In the Learning and Growth perspective, the strategic objectives are improving employee skills, increasing employee productivity, developing an integrated information system, and improving the implementation of work culture. In the Financial perspective, the strategic objectives are increasing revenue, cost efficiency, and asset utilization. For each strategic objective, the measurements, targets, and initiatives are compiled into a balanced scorecard framework. The suggestion that can be conveyed after conducting this research to LPP TVRI East Java is the need to immediately implement the strategy map and balanced scorecard design so that the performance of LPP TVRI East Java can be achieved and support the achievement of the institution's vision and mission.
