Abstract

PT Swadaya Graha is a subsidiary of PT Semen Indonesia (Persero) Tbk. engaged in the field of construction services, namely in the field of steel fabrication, civil contractors, mechanical & electrical contractors, heavy equipment rental & construction, workshops & manufacturing, developers, maintenance services, and engineering bureaus. The problem faced by PT Swadaya Graha is the decline in profits that are increasingly declining faced by the Management of PT Swadaya Graha. The decline in profits at PT Swadaya Graha as a basis for measuring performance from a financial perspective (profitability and margin) only, such as the Balance Sheet, profit / loss and other financial performance measurements in the financial statements. PT Swadaya Graha also measures performance on established strategies. But until now PT Swadaya Graha does not have a performance measurement tool that has a cause and effect relationship and is interrelated. Based on the problems above, the formulation of the problem in the study is how strategic planning and preparation of the performance management system of PT Swadaya Graha. This study has the aim of creating a Strategy Map and Balanced Scorecard as a tool for measuring management performance at PT Swadaya Graha. By mapping the existing strategic issues to achieve the goals set out in the company's Work Budget Plan (RKAP), and based on the strategic mapping, strategic steps are determined to achieve those goals. By using the Balanced Scorecard model, it is hoped that PT Swadaya Graha's management performance can be more easily measured and can compete in the current business so that it can be easier to achieve the established vision and mission. This study uses a qualitative approach that is exploratory in nature using the case study method. Data were obtained from interviews and questions distributed to PT Swadaya Graha employees. In order for PT Swadaya Graha's goals to be achieved, the company in assessing its company's performance is not only measured from the financial aspect, that to measure the company's performance in the future to make it easier to evaluate the measurement of performance targets to be achieved in the short and long term, a comprehensive measure is needed that includes four perspectives, namely finance, customers, internal business processes and learning and growth, which have a cause-and-effect relationship and are interrelated. The performance measurement model that not only includes finance, but also non-financial is the Balanced Scorecard (BSC) model. Based on the results of the analysis and discussion conducted by the researcher, it can be concluded that PT Swadaya Graha has implemented a structured process of preparing Vision, Mission, Strategy, but its performance measurement is still focused on finance only and has not been fully oriented towards strategies that have cause-and-effect relationships and are interrelated. In addition, it is still less understandable and comprehended by employees. Because the vision and mission still do not (do not) meet the general characteristics that must be possessed, so that changes are needed to the vision, mission and strategy to be able to answer the challenges of future business development. The researcher's suggestion, Strategy Map and Balanced Scorecard will be able to make it easier for PT Swadaya Graha's management to implement and measure the company's strategy that has been set by management and will be easier to implement by employees.
