Abstract
The potential of shrimp farming in Madura offers significant opportunities, but on the other hand, it still faces various challenges. This study aims to analyze the problems that occur in the development of shrimp farming businesses by examining the priority of the most important problems and solutions. Therefore, this study provides an evaluation for the local government to continue synergizing in formulating strategies for developing shrimp farming businesses in Madura. The data in this study were obtained based on the results of questionnaires and in-depth interviews with nine experts consisting of three categories: the Indonesian Ulema Council (MUI), practitioners, and regulators. The method used was the Analytic Network Process (ANP) approach. The results of the study indicate that, based on the results of the literature review and expert validation, the problems in the shrimp farming business consist of environmental, social, and economic issues. Based on the results processed using superdecision, it shows that the most important priority problem in the development of shrimp farming businesses is environmental issues, and social and economic issues have the same value, where these problems are considered equally important for the development of shrimp farming businesses in Madura.
