REGIONAL LEADER OF PERUM BULOG JATIM PRESENTS FOOD SECURITY STRATEGY AT GUEST LECTURE OF MASTER OF MANAGEMENT FEB UNAIR

(FEB NEWS) The Master of Management, Faculty of Economics and Business Universitas Airlangga (FEB UNAIR) held a Guest Lecture entitled "Supply Chain at Perum BULOG in Realizing Food Security" on Tuesday, November 11, 2025. This activity presented Mr. Langgeng Wisnu A., SP, M.Sc, QIA, CRGP, Head of the East Java Region of Perum BULOG, who provided an in-depth presentation on the challenges and vital role of BULOG in maintaining national food security.

In his presentation, Mr. Langgeng outlined various initiatives and policies implemented by BULOG to strengthen food security, one of which is through the procurement of Government Food Reserves (CPP), as regulated in Presidential Decree Number 125 of 2022. CPP is a food stock managed by the government with the aim of stabilizing prices, distributing food aid, and providing reserves for emergencies. He also explained that BULOG, as part of a state-owned enterprise, has a strategic role in ensuring food stability through equitable distribution throughout Indonesia, with a primary focus on rice procurement.

Mr. Langgeng further explained the main challenges facing the food sector, including dependence on imports, climate change impacting production, and the need for continuous improvement in logistics infrastructure to achieve efficient food distribution. "We strive to ensure the availability, affordability, and stability of food prices throughout Indonesia," he said. Through a rice purchase price policy that benefits farmers, BULOG strives to ensure optimal absorption of unhusked rice and rice, while also supporting farmer welfare.

This activity also served as an interactive discussion for participants on the importance of collaboration between BULOG, farmers, and various stakeholders in achieving national food security. In East Java—as one of the national rice distribution centers—BULOG successfully increased rice absorption, with domestic rice procurement reaching 682,083 tons in 2025, the highest figure in the past five years.

In addition to focusing on food procurement and distribution, BULOG also plays a role in increasing warehouse capacity and strengthening infrastructure to support optimal stock turnover. To ensure sustainable food security, the agency continuously monitors the balance between food production, consumption, and distribution.

Mr. Langgeng concluded the seminar by emphasizing the importance of cross-sector synergy.
"Cross-sector cooperation and coordination are crucial in managing Indonesia's food security, ensuring stability not only at the national level but also at the regional and global levels," he said.

The event received an enthusiastic response from participants from various backgrounds, including students, practitioners, and academics. It is hoped that this guest lecture will provide participants with a broader understanding of BULOG's strategic role in ensuring sufficient, safe, and affordable food availability for all Indonesians.
