Starting his explanation of the background to the urgency of data in formulating important policies in Indonesia, Wahyu Wisnu Wibowo. SE., MSc., as moderator, invited all attendees to recall three economists from the United States who had won the 2019 Nobel Prize in Economics for the new approaches they discovered to reduce global poverty, including new approaches in the fields of education and health services. The three people are Esther Duflo; Abhijit Banerjee; and Michael Kremer where they persistently voiced their concern in promoting evidence-based policy, or how every policy is always based on evidence, where evidence in a broad sense can be interpreted as a study or research result, and in a simple scope, can be interpreted as evidence or data and of course good data or accurate data. Thus, this indicates that good data, the results of studies, are an important component in the formulation of public policy in Indonesia.
And to obtain accurate data, a Public Lecture was held which was also an effort by the Central Statistics Agency to socialize the importance of making the "2020 Population Census" Program a success, in order to obtain accurate data and information.
In his presentation, Dr. Adi Lumaksono, MA (Principal Secretary of the Central Statistics Agency of the Republic of Indonesia), explained that "Successful development must of course be based on accurate and accountable data and information" and the target of development is the population. For this reason, Adi Lumaksono invited all elements of society to play an active role in making the 2020 Population Census a success.
Dr. Adi Lumaksono, MA – Main Secretary of the Central Statistics Agency of the Republic of Indonesia in his presentation of the material
"The key to the success of this Population Census is greatly influenced by the level of community participation," because population data is the upstream of efforts to increase human capital and productivity, all of which ultimately depend on the population. Adi Lumaksono emphasized that "How can the government provide food for the population for the next 45 years, how can agricultural programs produce, what class programs are needed to educate our human resources; how many jobs are needed to accommodate the demographic bonus, if we don't have population data, all of that becomes impossible for us to plan.".
Furthermore, Adi Lumaksono stated that it is very important to have: 1) Population Control & Population Governance; 2) Strengthening the Implementation of Social Protection; 3) Improving Access and Quality of Health Services; 4) Equal Distribution of Quality Education Services; 5) Improving the Quality of Children, Women and Youth; 6) Poverty Alleviation; 7) Increasing Productivity and Competitiveness.
In addition, Adi Lumaksono also explained the objectives of the 2020 Population Census, namely 1) Providing data on the number, composition, distribution, and characteristics of the Indonesian population towards ONE INDONESIAN POPULATION DATA (de facto/usual residence and de jure); 2) Providing demographic parameters and population projections (fertility, mortality, and migration) as well as other population characteristics for the purposes of population projections and SDG indicators.
