

The Department of Accounting, Faculty of Economics and Business, Universitas Airlangga proudly hosted Dr. Marion Boisseau-Sierra from the University of Cambridge in a distinguished lecture on Sovereign Accounting Practices. Held online on September 9, 2025, this international academic forum brought together academics, students, and professionals from across Indonesia and abroad. Participants represented a wide range of institutions, including Harapan University Medan, Universitas AirlanggaUniversity, FEB USK, Lambung Mangkurat University, Universiti Malaysia Terengganu, University of Surabaya (Ubaya), Pelita Harapan University, Makassar State University, Mataram University, Brawijaya University, Mahasaraswati University Denpasar, Bhayangkara University Surabaya, UIN Sunan Kudus, University of Glasgow, and many more.
In her presentation, Dr. Boisseau-Sierra shared groundbreaking research on the market consequences of sovereign accounting practices. She explained how errors in reporting deficits and debt can directly raise bond yields, sometimes by as much as 1% abnormal increase, showing how critical public sector accounting quality is for fiscal credibility and borrowing costs.
Furthermore, she highlighted new findings on how Credit Rating Agencies (S&P, Moody's, Fitch) often disagree on assessing sovereign debt levels. The average divergence reaches 3.13% of GDP, and is even greater in countries with large contingent liabilities or centralized political systems, leading to greater risks of rating downgrades and higher borrowing costs.
This lecture underscored the urgent need for fiscal transparency and consistent international reporting standards to ensure trust, stability, and comparability in the global financial system. The interactive discussions enriched perspectives for both students and professionals, sparking dialogue that transcends national boundaries.
