
MetroTimes (Surabaya) – The emergence of Building Use Rights (HGB) certificates in maritime areas is currently a hot topic. Thanthowy Syamsuddin SE MAB, a lecturer at the Faculty of Economics and Business (FEB) at UNAIR, is one of the figures actively advocating for the emergence of HGBs in the waters of Sidoarjo.
Thanthowy stated that the granting of HGB certificates can be verified through the Bhumi app from the Ministry of ATR/BPN. Three locations, covering approximately 656 hectares, were identified in the eastern area of the Gunung Anyar mangrove ecotourism area. He added that he feared a similar situation could occur as in the Tangerang area.
Scope of the Sea
Thanthowy stated that the oceans constitute a shared freedom. All communities have equal rights to manage ocean areas, without privatization. Furthermore, within the blue economy concept, protecting the ocean's ecosystems is a crucial component.
Speaking about regulations, Thanthowy clarified that the issuance of HGB certificates in marine areas is in direct violation of regulations. "The diversity of marine ecosystems should be protected and managed collaboratively so that all parties can benefit from them," he said.
Thanthowy cited the example of how communities around the sea depend on marine resources as a key economic driver. In terms of food supply, fish farming is a key commodity for the community to meet their food needs. "In fact, the lack of clarity regarding the status of Building Use Rights (Hak Guna Bangunan) in the sea will impact the community's well-being," he said.
Shared Role
As an academic, he emphasized the need for a collective effort to maintain the environment. The government must play a decisive role when marine areas are designated as conservation areas. He added that the public and the private sector can also work together to protect marine ecosystems, such as by planting mangroves.
"I hope that the government will be transparent regarding the status of these Building Use Rights (HGBs) and that any rights that violate existing regulations can be revoked. Academics and the public alike should work together to protect the environment and speak out against any inappropriate practices," he concluded.
