
On September 23, 2021, a guest lecture was held on the topic of Introduction to Constitutional Law. The guest lecture featured Mr. Herlambang P. Wiratraman, Ph.D., a lecturer at the Faculty of Law, Universitas Airlangga. The event was moderated by Mr. Rumaya Batubara, SE, M.Reg.Dev., Ph.D., a lecturer in the Department of Economics, Faculty of Economics and Business Universitas Airlangga.

Herlambang Perdana Wiratraman, Ph.D., opened the presentation session with an introduction to the scope and object of constitutional law studies. The speaker also emphasized the importance of interdisciplinary approaches to addressing interrelated elements. This reinforced the assertion that interdisciplinary approaches, including law and economics, are necessary in responding to policy shocks . The goal is to explore the policy context to find solutions consistent with the rule of law, specifically the constitution.
"In the Constitution, the sources of law within the legal system serve as its foundation, direction, and constitutionality. The Constitution can simply be described as a political contract between the rulers and the citizens," said Herlambang, Ph.D.
The Constitution's substance emphasizes the goals of the state, the form and sovereignty of the state, the system and structure of government, the balance of power, guarantees of protection of fundamental rights, authority between the central and regional governments, and the mechanism for constitutional amendment. The Constitution's substance also addresses impeachment , which is also an object of state study because it is a response to abuses in state administration that also requires interdisciplinary discussion.
general function of the Constitution addresses legal language concerning limitations on the arbitrary power of rulers, guarantees of human rights, and government responsibility. In Indonesia, the constitutional system underwent changes following the amendments to the 1945 Constitution. This fundamental change lies in the highest position in the constitution, which signifies constitutional supremacy, namely the 1945 Constitution.
The amendments also have a positive impact on democracy and human rights, such as press , economic, socio-cultural and political rights, and the birth of a number of State Auxiliary Bodies such as the Corruption Eradication Commission (KPK), the Judicial Commission (KY), the National Police Commission (Kompolnas) and the National Commission for the Protection of Children and Women.
Furthermore, the speaker also discussed how citizens' rights can be lost in their development but can be balanced through the role of judicial institutions, all of which were discussed in the discussion regarding reflections on Constitutional Law.
The presentation was followed by a question-and-answer session. Many questions from participants related to policy in reflection on constitutional law.
