Abstract

One of the goals of SDG'S 2030 and Nawa Bhakti Satya's Vision is poverty alleviation, strengthening of people's basic rights, and social disruption due to the technological revolution 4.0, but in East Java there are still individuals with little or no access to technology, or what is called digital poverty. Therefore, it is very important for the East Java government to map and analyze the groups affected by digital inclusion. This study consists of three parts, namely mapping digital poverty using a Geographic Information System (GIS) then comparing digital poverty with economic poverty into four quadrants and analyzing the factors that influence it. The data used is sourced from Susenas data in 2015 and 2017 which is aggregated with Podes data in 2018. The classification of digital poverty in this study was adopted from the Barrantes model. The results of the study show that digital poverty in East Java has decreased and a person's chance to enter the category of digital poverty is higher if the average monthly per capita expenditure is below the poverty line, female, low educated, living in rural areas and working in the primary sector.
