
Agus Imam Sonhaji ST., MMT., began the lecture by informing that the Surabaya City Population and Civil Registration Service is currently using digital-based services. “We have transformed from manual to digital services, because today's society demands speed and accuracy, so that is a challenge in government.” Therefore, the Surabaya City government sees the change in community demands as a necessity. People's expectations are getting higher day by day, where people are now using digital technology in their work.
Next, Agus Imam Sonhaji ST., MMT. Invited students to imagine the challenges of the Surabaya City Population and Civil Registration Office, which with a population of around 2,972,801 people last semester, and tends to increase even slightly, then one can imagine how to provide services for such a large population, if everything is still running manually, it will take a lot of time. For this reason, the Population and Civil Registration Office needs to follow the technological trend of the industrial revolution 4.0, where Industry 4.0 is an industry that combines automation technology with cyber technology, which is easier, more convenient, faster and more precise. IT does solve problems but not all can be solved.
Then Agus Imam Sonhaji ST., MMT, invited students to see the difference between the public sector and the private sector, where innovation is based on profit / gain, so if in the innovation there is a difference in the profits that should be obtained then it will be a problem. So this is different from the public sector, which is a little loose. However, according to Agus Imam Sonhaji ST., MMT, the public sector is currently striving for transformation, so the private sector is seen as a benchmark. Therefore, in 2022, there will be something called NPM (New Public Management), which will begin to focus on the private sector, not on profit, but rather on how to save as much money as possible.
Agus Imam Sonhaji ST., MMT. introduced numerical methods, lean to be used to streamline process time, SIGMA quality control through statistics, an approach to ensure products in the civil registration office remain of good quality. These 2 methods are applied and implemented in the information system at the civil registration office.
Next, Agus Imam Sonhaji ST., MMT. Tells the story of the creation of E-lampid (E – birth-death-moving-coming), so that there was a menu in 2014, and then refined in 2020 with the addition of K – Marriage, because there will be no birth without marriage, so the menu changed to Klampid, and then refined again to Klampid Version-2/KNG (Klampid New Generation). From this, it can be seen that the innovations in the civil registration office are improvements to all the shortcomings in the old system/innovation, in order to be even better in providing services to the community. "The transformation is a process and involves several generations, where the current one is perfecting the existing one."
Furthermore, Agus Imam Sonhaji ST., MMT explained various innovations that have been created by the Surabaya City Population and Civil Registration Office, such as: KT-Pay, Lontong Balap and Lotong Kupang, Takon Klampit, all of which were created by listening to the aspirations of the community and by perfecting existing old innovations.
Agus Imam Sonhaji ST., MMT also explained the background of the creation of each innovation, its function, benefits and also how to use it, so that students and lecturers who attended the lecture were also intrigued (kepo), to try various service innovations that Agus Imam Sonhaji ST., MMT conveyed. Students were also very enthusiastic to ask questions.
